Policy Paper Proposal Essay Example | Topics and Well Written Essays - 5250 words

Policy Paper Proposal - Essay Example When countries start equating security and national defense with equipping or stockpiling its weapon reserves, we begin to look for the concealed agenda behind such act. Defense weapons take up a considerable appropriation from the national budget which could be diverted to purposefully serve the common good of its constituents. Yet the United States has continued its current defense system spending with its war against Iraq and terrorism. There is no question about the country's vital interest in security and economic growth; it is every American's moral obligation but to see beyond the influence over weapons of mass destruction creates the skepticism on its exact concept. Japan as a unique homogenous country represents opposing extremes in individual relationships and freedom against the US fondness for multicultural diversity. Delor's1 comparison of Japan's model is based on society's excessive guardianship over the individual in contrast to the American model of individual triumph over society. Both countries as equal foes during WWII have created a fair amount of wariness to warrant an extra-close bilateral relation. Yet, when Japan conducted a significant amount of cooperation with the United States to increase its defense capability under the Treaty of Mutual Cooperation2, it was harder to gauge where the possibilities would lead. After September 11, the United States and the Bush Administration had increasingly built enough confidence on an alliance with Japan that has resulted to the best relations of both countries. Currently, there are more than 47,000 US military personnel in Japan who will assume the obligation to maintain and develop the capacity to protect both countries in case of an armed attack on territories under the Japanese administration. In November 2005, the Japanese proposed constitutional revisions that would create a cabinet level Defense Ministry while keeping the old clauses mandating official pacifism. Under the revisions, the Japan Self-Defense Forces (JSDF or SDF) would formally be referred to as a military force and the new wording proposed is "in order to secure peace and the independence of our country as well as the security of the state and the people, military forces for self-defense shall be maintained with the prime minister of the cabinet as the supreme commander." The amendment has widespread support and is expected to pass through as a popular referendum3. Japan and US Relations after the WWII To recall, Japan's defeat in WWII created lasting effects on the national consciousness towards the war and military involvement in governmental politics. The devastation brought about by the effects of Hiroshima and Nagasaki has evoked and attitude that was clearly exhibited by the public's wide acceptance of disarmament and demobilization of military leaders after the war. Dismantling of the Japanese Imperial Army and Navy gained a wide support under General Douglas McArthur. Defeat created a pacifist attitude and sentiment that fostered the 1947 Japanese Constitution which, under Art. IX forever renounces war as an instrument for settling international disputes and declares that "Japan will never again maintain land, sea, or air forces or other war potential". The deprivation any military capability after 1945, created only the US occupation forces and a few domestic police on which to rely for security. The Cold War tension in Europe and Asia coupled with leftist-inspired

Personally Identifiable Information (PII) - Research Paper Example Information in the modern society is becoming easily available to many people. The internet in specific is one of the main sources through, which many people are obtaining information concerning other persons. Some of the search engines of the internet such as Google can provide important details of a person if well used. Therefore, the private sector as well as public sector should ensure that vital information of people is protected from being accessed by an unauthorized persons. In addition to search engines, social networks are playing a critical role in disclosing personal information, which can be used to for illegal acts. Thus, because of this, various governments and law making agencies have imposed various Acts and Laws in order to enhance Protecting Personal Information (PPI). The legal and federal agencies have a mandate to protect sensitive information of people from unauthorized access. The Privacy Act (1974) was the first legislation created to oversee that personal information is safeguarded. The Act was established amidst rising concerns on the impact of computer databases on the private rights of individuals. The Act details how, what, or when the information is to be disclosed. The State, Federal and Local agencies shall collect information to help them conducting their businesses but should properly protect the data from the unauthorized intrusion. The U.S. Department of Commerce (DOC) in partnership with ‘National Institute of Standards and Technology (NIST)’ established Special Publication (SP) 800-122, which protects the PII existing in databases. ‘The National Institute of Standards and Technology’ proposes that agencies should establish safeguards to ensure proper handling of the information. In this regard therefore, organizations should enforce the following; creation of policies and procedures for PPI, conducting appropriate training of employees to reduce the

Food Quality and Safty Case Study Example | Topics and Well Written Essays - 1000 words

Food Quality and Safty - Case Study Example Manufactures should embrace certain systems that ensure the integrity of the food in terms of health and quality. In order to do this they need to follow certain safety and quality assurance systems, which have been developed to safeguard the food quality. Some of them are obligatory while others are voluntary the obligatory ones are known as safety assurance systems. The difference between mandatory and voluntary systems is based on good Hygiene practices GHP as well as good manufacturing practices GMP (Sikora and Stranda 2005, p.85). Good hygiene practices systems will ensure the firms production process adheres to the highest standards of cleanness and food such as meat would never be exposed to contaminants or foreign particles such as plaster since it would be thoroughly examined before being released into the market. The law does not require the other quality management systems although desirable to consumers and society such as having quality assurance control points, which are put in place strategically with the view of eliminating hazard (Sikora and Stranda 2005, p.85). Quality control points allow the manufactures to check the products in stages, for instance, in bread production; the manufactures can check the dough after it has been through the oven for soot burnt parts. If this were to be done at every stage of production, the hazards would be considerably reduced as well as the margin for error in the final product. Hazard analysis and critical control points(HACCP) is considered to be the most important method of controlling safety hazards in food and drugs, its effectiveness is enhanced by the fact that, instead of inspecting the finished product, HACCP identifies the physical, chemical, and allergic hazards in the food during the production process, as such it is considered a preventive method. It can be applied in any
